The Government of Pakistan has received a loan, Credit No.6243-PK from International Development Association (IDA) towards the cost of Punjab Cities Program (PCP), being implemented through the Punjab Municipal Development Fund Company (PMDFC). The program is to strengthen the performance of participating urban local governments in urban management and service delivery. Under the program. The PCP is being financed under two Windows. Window-I provides Performance Based Grants (PBGS) based on results achieved by the selected MCs against the Disbursement Linked Indicators (DLs) and Window-2 supports provincial government agencies. Under Window-1 (Performance Based Grants (PBGs).
PMDFC is seeking the services of following professional for Punjab Cities Program (PCP).

Qualification
- Must have Masters preferably in Business Administration, Public Administration or Social Sciences from a recognized and reputed university.
- Must have played role of resource person relating Local Government in leading training institutions.
- Have training in Social Organization as a trainer from a recognized and reputed training institution/ trainer. Should be computer literate.
- Should have in depth knowledge and knowhow about Local Government Systems and relevant laws.

Work Experience
- Must have eight years of experience working with development sector organizations in various positions.
- More experience especially with Local Government Institutions will be preferred.
- The development sector experience must include at least three years of working as a social organizer.
- Have 2 years proven track record of carrying out appraisals of Public Sector Organizations/NGOs/ CBOs/ private sector institutions.
- Must have Experience of working with Local Governments and on Donor funded projects will be preferred.

Responsibilities
- Coordinating and facilitating institutional appraisal, which will include desk and field appraisals.
- Managerial review of the organization which will include analysis of systems, structures, human resources, strategies, management / leadership style and organizational culture.
- Analysis of the capacity of the applicant LGs to ascertain whether they have the capacity to deliver on the required actions.
- Constantly enhance knowledge and improve skills (and subsequently transfer to her/his colleagues) relevant to institutional development in general and development of local government institutions in particular.
- Oversee institutional capacity building of the selected LGs up to the required standards.
Maximum age may be relaxed by the BOD in case of exceptionally qualified and experienced candidates.
